Instructions

  1. Prepare garlic: Heat the oil in a pan over medium heat and fry the chopped garlic until golden brown. Remove the garlic from the oil and set it aside for later use.
  2. Brown the beef: Using the same oil, add the ground beef and cook until browned. Add the soy sauce and stir briefly to combine flavors.
  3. Cook the peppers and combine garlic: Add the chopped bell peppers and the reserved fried garlic to the pan with the beef. Cover the pan and let it cook for 10 minutes to soften the peppers and meld the flavors.
  4. Cook pasta partially: Boil the angel hair pasta in salted water until about 80% cooked (al dente, slightly firm to the bite), then drain, reserving some pasta water.
  5. Combine pasta and sauce: Return the pasta to the pan with the beef sauce. Add the rice wine and a splash of the reserved pasta water. Cook while stirring until the pasta is fully cooked and evenly coated with the sauce.
